Notes from the Minutes of a Meeting of the BSA Interim Committee held on Saturday 1st December at 10.30am, BSA HQ, Newquay

The BSA Interim Committee was elected following the BSA EGM on 3rd November where there was a vote of no confidence in entire Executive Committee.

Kevin Cook was nominated Chair of the meeting

Kevin Cook is Chairman of BSA Coaching Committee and Area (Devon) Approved Schools Liaison Officer/Inspector

Matt Lloyd is a partner/owner of a surf school in Bournemouth

Mark Wesson is the Managing Director of a watersports company; the owner of   2 surf shops and a surf school

Revision of the Articles

Under item 2.2 Re-Organisation of the BSA of the EGM - Members were happy that the Interim Committee would look into restructuring the Association

The Interim Committee will make recommendations to the members about the make up of an Executive Steering Committee

The Interim Committee will also make recommendations and proposals to the new Executive Steering Committee.

Election of the new National Executive

Structure

It was felt there should be some restructuring of the committee and that any changes to the articles must be ratified at an AGM

Interim Members will propose a temporary structure to lead up to 2008 AGM (October/November).

At the AGM the new Executive Steering Committee should put forward amendments to the Articles for approval.

Interim Committee Members felt that there should be 4 competency based positions including the Chairman, ideally with higher managerial, financial and legal knowledge – to honour the aims and objectives of the BSA. In the event of a tie the Chairman shall have the casting vote

A Quorum should be 3 elected Executive Steering Committee members plus at least 1 Director

Beneath the Executive Steering Committee there would be a General Committee made up of Elected Federation Representatives from England, Wales, Scotland, Channel Islands, the Chairman of the Coaching Sub-Committee , the Surf Schools Liaison  Officer and the Surf Club Development Officer

The Federations should provide evidence that they are representative and democratic to have a voice on the General Committee, which can make recommendations to the Executive

A sub committee would be also made of the disciplines – long, body, knee, tow surfing and paddle surfing

Sub committee’s can make recommendations to the Executive Steering Committee.

The Executive Steering Committee may from time to time establish or appoint committees and sub-committees as it may deem necessary for the effective conduct of the affairs of the Association

Procedure

Duncan Scott was elected Acting Chairman at the EGM in November, to remain in post until the next AGM (Oct/Nov 2008)

In view of the recent vote of no confidence in the members of the last National  Executive, the interim committee feel it is inappropriate for those members to be considered for election to the new Executive Steering Committee at this stage.  However it will be possible for them to be elected to the General Committee

Full members wishing to apply for one of the 3 positions available on the Executive Steering Committee should be supported by a minimum of 10 signatures of full BSA members. 

Individuals who wish to support a nomination may email the National Director, quoting their name, address, membership number and the person that they wish to nominate

Timescale

Closing date for nominations (accompanied by CV’s) will be 31st December 2007

Voting slips / CV / photograph and the names of nominators will appear on the BSA website by Friday 4th Jan

Votes will take place on the website / by email / postal votes can be requested

Closing date for elections noon on Friday 18th January

The first meeting of the new Executive Steering Committee will be Saturday 26th January and quarterly from then on.

Actions

A request for nominations (accompanied by CV’s) will immediately be place on the BSA website.
